Cecil holds Masters Degrees in City and Regional Planning (UCT) as well in Local Economic Development (Glasgow). He has developed considerable expertise and experience in the preparation of policies, strategies and implementation frameworks within the fields of local economic development, urban renewal, urban growth management, and sport and recreation. He has also worked closely with a number of poor communities and has a passion for local economic development. Cecil has an ability to conceptualise projects and programmes and emphasises the need for practical and workable solutions to development challenges.


Matthew Cullinan

Matthew Cullinan (Partner)

Matthew has a BA in Economics and Geographical Environmental Science and a Master’s in City and Regional Planning from UCT. With over 15 years of experience, Matthew has worked on a wide range of projects in the areas of metropolitan spatial planning, urban renewal, eco-housing, sustainability strategies, and various development projects and business plans. He brings a broader consideration of social and economic factors into his planning and development projects.


Devin Herd

Devin Herd (GIS Specialist)

Devin gained his Social Science degree specialising in Environmental and Geographical Science from the University of Cape Town.  While his interest in GIS was sparked at this level, it was honed and developed at Niagara College (Canada) where he earned a post graduate certificate in geographical information systems.  Devin has since conducted research in his field at Georgetown University and applied his skills while working at Banff Municipality, Alberta Canada.  He is particularly interested in GIS applied to spatial planning, web based mapping products and remote sensing.


Margie  Murcott

Margie  Murcott (Consultant)

Margie has a Masters Degree in City and Regional Planning (UCT) and a Social Science degree majoring in Anthropology and Environmental Science. She has expertise in tourism advisory services and policy development. Her interests include people centered development and integrated, sustainable human settlement planning.

Charles Parkerson (Development Policy Consultant)

Charles has a background in community health and enjoys community facilitation.  He has since gained a master's degree in Development Management with an emphasis on social and economic policy.  His interests lie in policy and programme development, sustainable livelihoods and local economic development. Ansa has a Masters in City and Regional Planning from UCT. She has more than 15 years local government experience and has worked for 8 years at management level in the public sector, leading the spatial planning business unit of the City of Cape Town. She has developed considerable expertise and experience in the preparation of policies, spatial plans and implementation frameworks. Apart from spatial planning, she also gained extensive land use management experience in the public sector. She joined the private sector in 2007 and has since become involved in land reform and housing policy & strategy work in addition to remaining involved in spatial planning, sustainable development planning and growth management projects. She has a wide range of experience and has a particular interest in project conceptualization and facilitation.
