MCA, working in association with ICLEI Africa, LAS Property Development and Dan Smit, has updated the Western Cape procurement of state-subsidised human settlements to support greener top-structures. This follows on from a green procurement policy developed by MCA in 2016/17.
The project included a rigorous and transparent process of specifying, testing and evaluating green outcomes through working closely with the Green Building Council of SA and the EDGE Tool (supported by the IFC). The project utilised the EDGE tool to develop a base-case and two improved cases to test the bounds of what is possible within the subsidy envelope. These cases were then used to update the Norms and Standards and the Tender Documents for state-subsidised housing. Guidelines for Environmental Management Plans that guide the construction process were also produced.
